By GINIA BELLAFANTE

The closest most news junkies get to the D.C. political
scene is half an hour with Face the Nation. Not BARBRA
STREISAND. After attending the White House correspondents dinner
(where COLIN POWELL assured her, "Things are much better now
between me and your President"), Babs toured the capital in
higher style than a Scandinavian head of state. Dinner with
Janet Reno, a soiree with Senators, a chat with Clinton. Babs
isn't running for office, but she says, "I can't tell you what
might happen 10 years from now."
